Gabriela Ramos is an international executive leader managing global institutions and shaping worldwide agreements on artificial intelligence, climate change, and gender equality. Currently, she is a Senior Fellow of the Institute for Artificial Intelligence Policy and Strategy.

As UNESCO Assistant Director-General, she spearheaded the adoption by 194 nations of the landmark Recommendation on the Ethics of Artificial Intelligence and established UNESCO as a global platform for the governance of AI and neurotechnology. She also led the global deployment of AI Readiness Assessments in more than 80 countries, helping governments align AI policies with human rights and democratic values. Earlier, as OECD Chief of Staff and G20/G7 Sherpa, she helped negotiate international responses to the global financial crisis, COVID-19, tax transparency, and climate commitments. Since 2024, she co-chairs the Task Force on Inequalities and Social Financial Disclosure (TISFD), leading the international effort to ensure corporate transparency contributes to build more inclusive economies.

A Fulbright Scholar and graduate of the Harvard Kennedy School, Ramos has been recognized with the Forbes Excellence Award, named among Apolitical’s Top 100 Global Voices on Gender Equality, and decorated with the Order of Merit by the President of France. She was awarded an honorary doctorate degree by the University of Wales Trinity Saint Davis in 2026.
